Guidelines for Final Paper Submission:
The use of artificial intelligence (AI)–generated text in an article shall be disclosed in the acknowledgements section of any paper submitted to an IEEE Conference or Periodical. The sections of the paper that use AI-generated text shall have a citation to the AI system used to generate the text.

Violations of any of the above paper specifications may result in the rejection of your paper. Please note that the Latex template does not allow for keywords. If you are using the Latex template, do not include keywords in your paper.
If the submission is copyrighted by bioRxiv, or any similar open database, it should be cited and has substantial improvements compared with the original version.

No supplemental materials are allowed to upload (but authors may provide a link at your submitted paper directing to the supplemental materials located on your own computer. Reviews are single-blind and the maximum size of the paper file is 8MB.
Final photo-ready submission (due April 21, 2023)
1. Please address the REVIEWERS' COMMENTS in the decision notification email which are intended to improve the final manuscript. Final acceptance is conditional on appropriate response to the requirements and comments.
2. Please prepare your manuscript for final camera ready submission by following the formats described on the conference web site and using the IEEE templates:

b. The paper must be IEEE Xplore-compatible, so only pdf files that are processed by IEEE PDF-Express will be accepted. Please go to

for detailed instructions, from account creation to file verification.
c. Once you are ready to submit your final paper within EDAS under the final manuscript column.
d. Please do adhere the strict deadline for final manuscript submission April 21, 2023. Any papers submitted after this date will not be included in the proceedings. The paper must be re-submitted even if the reviewers indicated that no changes are required.
e. NOTE: If your submission fails, check if your file size is less than 4MB!
3. In order for your paper to be published in the conference proceedings, a *signed IEEE Copyright Form* must be submitted for each paper. IJCNN 2023 has registered to use the IEEE Electronic Copyright (eCF) service. The confirmation page shown after submitting your final paper contains a button linking directly to a secure IEEE eCF site which allows electronic completion of the copyright assignment process.
IMPORTANT: No paper can be published in the proceedings without being accompanied by a Completed IEEE Copyright Transfer Form. You must complete and submit this form to have your paper included in the conference proceedings. Also, please choose IEEE general terms if you are not sure which option to choose. DO NOT choose US government or Crown copyright unless you are actually employed by the US government or the UK government.
4. In order to have your paper published, you must present your work during your scheduled session. No exceptions.
IMPORTANT: Each paper must have a corresponding registered author to be included in the proceedings. Papers that do not have an associated registered author will not be included in the proceedings. The deadline for author registration is April 25, 2023, so be sure to register by that time to ensure that your paper is included in the proceedings. Please ensure that you complete your registration early.
